Review of Special Education Programs and Supports

Comprehensive Audit of Special Education Services

As a result of a Consent Agreement, the Board of Education approved a contract with Dr. Daniel Cates to assess the District’s special education compliance with best practices. Dr. Cates brings a wealth of experience, having served as a school psychologist, administrator, director of special education, associate superintendent, and superintendent.

Dr. Cates shall obtain and consider input from District stakeholder groups willing to participate including, but not limited to Guardians, CU Able, CU Autism Network, Linda Tortorelli, Special Education Parent Group, students (if appropriate and with the consent of parent/guardian), support staff, certified staff, and administration staff.

Dr. Cates shall submit an initial report by March 1, 2025, but that final completion of the audit may extend as Dr. Cates finds appropriate to complete the full scope of the audit. At the conclusion of the audit, Dr. Cates will publish a public report on best practice findings and recommendations and will provide the public with a presentation on these findings at a board meeting. The District has permission to facilitate a dedicated webpage of Dr. Cates’ findings.

Dr. Cates shall review the implementation of recommendations within two years of his final report and will produce a written document and public report regarding the District’s implementation of final audit recommendations or lack thereof.

Meet Dr. Daniel Cates

Daniel Cates, Ph.D.

Dr. Cates has extensive experience serving children and families in public schools. He began his career as a school psychologist, responsible for identifying special education services most aligned with individual student needs. Drawing on his skills for articulating specialized programming, after two years as assistant director, he was appointed as the director of special education. Under Dr. Cates’s leadership, he expanded the special education continuum in his former district to include a complete range of transition services, new and upgraded therapeutic programming, improved related services, and effective partnerships with post-secondary adult agencies. Drawing on Dr. Cates’s capacity to lead improvement, he was appointed as associate superintendent to oversee the district’s instructional team. The Board then appointed him as superintendent of schools. As superintendent, along with conducting a district-wide community engagement process, Dr. Cates led initiatives to increase student opportunities, including significantly improved access to Advanced Placement programming for historically underrepresented students.

Since retiring from public education, Dr. Cates has served as a presenter and consultant to support public schools and represented children as a Court-appointed Special Advocate (CASA). His practice as a clinical psychologist centers on assisting children in high-conflict families, including serving as a Guardian ad Litem.
